Project Description
ECI completed a 145,000 SF State Emergency Operations Center designed to house many of Pennsylvania’s emergency response functions. Built to ensure continuous power, communication, and secure operations, the facility provides uninterrupted support for statewide emergency and disaster response. In addition to the SEOC, the building includes ergonomically designed office space for PEMA administrative departments, partner agencies, and integrated functions such as the Office of the State Fire Marshal and PennDOT Traffic Management. The complex also features a Tier 3 data center, media briefing and training facilities, and protected storage for PEMA operations vehicles. Designed to follow sustainability guidelines consistent with the USGBC’s LEED certification process, the new facility delivers a resilient, modern hub for Pennsylvania’s emergency management efforts.
