Lebanon County Department of Emergency Services
Lebanon, PA
Project Description
At eciConstruction, we take pride in delivering facilities where precision, safety, and reliability are paramount. The Lebanon Cou - ty Department of Emergency Services / 911 Operations Center is one such project—designed and built to support mission-critical operations for decades to come. This multi-building campus consolidates the County’s emergency management, 911 dispatch, HazMat, technical services, training, and administrative functions into one secure location. The complex includes a main building with state-of-the-art dispatch and administrative spaces, as well as an operations facility with vehicle bays, surge storage, Heli Pad, and specialized support areas.
Constructing an emergency services center comes with unique challenges. The facility required hardened structures, redundant power and communication systems, and highly coordinated mechanical and electrical infrastructure to ensure uninterrupted operations during any crisis. From specialized fire protection to a snow-melt system for the helipad and walkways, every element was carefully engineered to support resilience and safety.
Despite challenges presented by supply chain delays and the technical complexity of installing redundant systems, our team maintained close coordination to ensure all components were delivered, tested, and fully commissioned.
Now complete, the Lebanon County DES complex provides a modern, resilient hub for first responders and emergency operations - built with the strength, efficiency, and flexibility to serve the community for generations.
