The home was completely gutted and fitted with all new drywall and flooring. The walls between the kitchen and the living room were removed to create an open concept with brand new recessed lighting throughout, and the kitchen was updated with all new cabinets, countertops, and a new backsplash. The original bay windows were all replaced with groupings of three double-hung windows. A third bathroom was also added to create a master suite with a tile shower, and the laundry room was conveniently relocated from the basement to the upstairs hallway. On the outside, the front porch concrete was replaced, the brick was painted, and a 20x24 deck with 2 new sliding glass doors was added onto the back of the home. Built on a small, previously developed property, the project required careful planning and site logistics to keep construction efficient. Like our first Keystone project, the design-build delivery method offered a streamlined approach to bidding and contracting, ensuring a smooth process and a high-quality result. The latest work includes a new single-story administration addition with a main entrance, nurse’s office, guidance office, and staff spaces. At the rear of the school, a two-story classroom addition is being built, featuring science and student classrooms, a fitness center, and a café. The project also includes gymnasium upgrades, new flooring, bleachers, and equipment, as well as a remodel of the former admin area into restrooms, storage, and a corridor. Site work improvements cover parking lot updates, stormwater and water line upgrades, and new concrete plaza entrances. This phase will also bring a state-of-the-art pool, additional classroom renovations, and new entryways. Replacing the original 1964 nursing home, the new center reflects a modern approach to senior living—one that prioritizes dignity, comfort, and choice. The facility is organized into six neighborhoods, all connected through a central community core that features shared dining, a chapel, and in-house therapy spaces. Within these neighborhoods, three unique households were created to serve 56 residents. Each household includes a central living room, an open kitchen with made-to-order culinary services, sunrooms, three-season porches leading to secure courtyards, and private suites with spacious bathrooms. Special attention was given to memory care, where color-changing LED lighting is used to create calming, supportive environments tailored to residents’ needs. Beyond its technical features, the design emphasizes flexibility in daily routines—allowing residents to shape their days around personal preference rather than institutional schedules. This project demonstrates how thoughtful design and construction can transform skilled care into a community-focused experience. Menno Haven Skilled Living now provides not just modern healthcare, but also a sense of home, independence, and belonging for its residents.

The facility includes multiple team rooms, a built-in concession stand, a press box, and seating for 500 spectators. Thoughtful design also maximizes access and convenience, with proximity to the high school parking lot for event attendees. These features create a competitive and professional venue for student-athletes while also supporting youth feeder programs and community events. In addition to the SEOC, the building includes ergonomically designed office space for PEMA administrative departments, partner agencies, and integrated functions such as the Office of the State Fire Marshal and PennDOT Traffic Management. The complex also features a Tier 3 data center, media briefing and training facilities, and protected storage for PEMA operations vehicles. Designed to follow sustainability guidelines consistent with the USGBC’s LEED certification process, the new facility delivers a resilient, modern hub for Pennsylvania’s emergency management efforts.

From underground fuel storage and distribution systems to extensive sitework and utility coordination, the project required strict adherence to safety regulations and environmental standards. Inside the store, attention was given to creating a layout that supports efficient customer flow while accommodating food service areas, retail displays, and back-of-house operations. - [LVHN Sports Performance Center](https://ecigroup.us/project/lvhn-sports-performance-center/) - The LVHN Sports Performance Center at Schuylkill Haven Area School District is a 30,000-square-foot, state-of-the-art athletic and wellness facility designed to serve students, athletes, and the broader community. Its size and versatility make it one of the most advanced performance spaces in the region. At the core of the facility is a large indoor turf field that can be divided into two cross-court–sized spaces, accommodating football, soccer, track and field, cross country, marching band, and cheerleading. Two retractable batting cages expand the building’s capabilities even further, supporting year-round training for baseball and softball programs. The first floor features a fully outfitted weight room, while the second story is anchored by a 1/10-mile running track surfaced with high-performance materials. Additional training spaces with durable competition rubber flooring were included to host seminars, group classes, and specialized athletic instruction. Together, these elements create an environment suited for both high-level athletic development and everyday physical education. A defining aspect of this project is its focus on community access. The facility serves Schuylkill Haven students daily, yet its flexible design allows for evening and weekend rentals by outside organizations. District residents are also invited to use the track during designated hours at no cost, ensuring the center functions as a shared resource for wellness and recreation. Constructed with durability and adaptability in mind, the LVHN Sports Performance Center represents a long-term investment in both athletics and community health—a modern hub where students, families, and athletes alike can train, compete, and grow.
- [Shippensburg University](https://ecigroup.us/project/shippensburg-university-shippen-hall/) - Located in Shippensburg, Shippen Hall is an existing 54,000 square foot, three-story building primarily used for student teaching. The planned 30,000 square foot addition was implemented to relocate the Rowland School Facility to Shippen Hall, to house students, teachers and professors. The addition and renovation was a joint effort by the University, the State System of Higher Education and the Governor’s “green” building program. The unique features of this project consist of an elaborate exterior structure utilizing masonry construction. Shippen Hall was registered as a proto-type project that will be used as a national standard for future projects within the governor’s council program.
- [Shippensburg High School](https://ecigroup.us/project/shippensburg-high-school/) - Shippensburg High School recently upgraded its athletic facilities with a new turf multisport field, track, grandstand, and LED scoreboard for both home and visitor sidelines. eciConstruction prepared and poured the foundational beams for the bleachers, installed spread footings, set columns for the scoreboard, and built and installed all sports equipment. We coordinated the entire project, including resolving a pacing slope issue on the track by milling and correcting the surface to meet specifications. The new field will host soccer, field hockey, and football. The school also hopes to utilize the multipurpose scoreboard as a move screen for community events.
- [Veterans Administration Outpatient Clinic](https://ecigroup.us/project/veterans-administration-outpatient-clinic/) - ECI partnered with TKS Architects, Inc. to renovate an existing 25,000 SF building into the new VA Outpatient Clinic in Mechanicsburg, Pennsylvania, relocating the facility from its former Camp Hill location. The clinic now provides 40 exam rooms, 12 behavioral health treatment rooms, and two dedicated women’s health rooms, along with vastly improved parking and building accessibility within minutes of the previous site. The building was fully stripped, including removal of the sprinkler system, and over 4,000 feet of floor saw cutting was performed for plumbing and electrical trenching. Serving as the sole contractor, ECI coordinated all subcontractors while self-performing the metal framing, wood blocking, and installation of toilet partitions and accessories with a 25-person crew on site for the duration of the project. Originally contracted for four months, the project extended to five months due to added scope, requiring extensive coordination to meet federal government standards while delivering a modern, patient-focused healthcare facility.
- [Vibra Health Headquarters](https://ecigroup.us/project/vibra-health-headquarters/) - ECI completed a four-story office building in Mechanicsburg, PA, serving as the new corporate headquarters for Vibra Healthcare, a private corporation operating Acute Medical Rehabilitation Hospitals (IRF) and Long Term Acute Care (LTAC) hospitals in 18 states. Built on a tight, sloping site, the design maximized the buildable area to meet both current and future needs. Positioned on a hill, the building takes advantage of sweeping views at the rear with an abundance of glass and a striking three-story cantilever feature that creates a signature architectural element.

The Walkersville Public Library is a 15,000-square-foot facility that brings expanded resources and vibrant new amenities to Frederick County residents. Replacing the community’s smaller, outdated branch, the new library was designed to support both traditional library services and modern programming. The facility features flexible meeting rooms, computer stations, and a dedicated STEM lab, providing opportunities for all ages to learn, collaborate, and create. One of the most unique aspects of the project is its early-literacy play and learning space, complete with a dairy-themed design that reflects Walkersville’s agricultural heritage. From the playful farmhouse to the interactive dairy truck, these elements were carefully integrated to encourage exploration, creativity, and a lifelong love of reading among the library’s youngest patrons. Constructing a public facility of this scale required careful coordination to balance technical needs with community-focused design. Durable finishes, energy-efficient systems, and adaptable layouts were incorporated to ensure the building will serve residents well into the future. The completed Walkersville Public Library stands as a centerpiece for the community - offering expanded access to knowledge and technology in a welcoming, modern environment.
- [Penn State University Air Rescue & Fire Fighting](https://ecigroup.us/project/penn-state-university-air-rescue-fire-fighting/) - This 13-month project delivered a robust, high-performance facility, starting with a cast-in-place foundation and supported by masonry bearings, structural steel bar joists, and decking for long-term durability. Exterior finishes were selected for both form and function. These included radius metal roof panels, a combination of masonry veneer with ground face and split face textures, a metal radius feature over the ARFF bays, and standing seam roofing over the office wing - all chosen to withstand the elements while presenting a clean, modern profile. Interior finishes were designed with both utility and aesthetics in mind. The space features color-stained concrete flooring, interior ground face veneer, custom casework, solid-surface countertops, and industrial epoxy floors in the ARFF bays. Office areas were completed with commercial-grade carpeting for a professional and comfortable work environment. This project reflects our commitment to delivering quality craftsmanship, efficient execution, and long-term value.

The Lebanon Cou - ty Department of Emergency Services / 911 Operations Center is one such project—designed and built to support mission-critical operations for decades to come. This multi-building campus consolidates the County’s emergency management, 911 dispatch, HazMat, technical services, training, and administrative functions into one secure location. The complex includes a main building with state-of-the-art dispatch and administrative spaces, as well as an operations facility with vehicle bays, surge storage, Heli Pad, and specialized support areas. Constructing an emergency services center comes with unique challenges. The facility required hardened structures, redundant power and communication systems, and highly coordinated mechanical and electrical infrastructure to ensure uninterrupted operations during any crisis. From specialized fire protection to a snow-melt system for the helipad and walkways, every element was carefully engineered to support resilience and safety. Despite challenges presented by supply chain delays and the technical complexity of installing redundant systems, our team maintained close coordination to ensure all components were delivered, tested, and fully commissioned. Now complete, the Lebanon County DES complex provides a modern, resilient hub for first responders and emergency operations - built with the strength, efficiency, and flexibility to serve the community for generations.
- [Lebanon High School](https://ecigroup.us/project/lebanon-high-school/) - Lebanon High School now has a multipurpose turf field ready for soccer, field hockey, and softball. eciConstruction handset 160 feet of curb to define the turf perimeter, installed and set the steel scoreboard columns, hung the scoreboard and poured two concrete pads for storage buildings. The scoreboard location posed a challenge requiring footers 11 feet deep in solid rock. We brought in a blasting crew to break the rock and installed two 2-foot-diameter pipe for the steel supports, and coordinated with retaining wall construction to ensure proper backfill. Grading adjustments were also needed as existing elevations didn’t align with the new field design. Close collaboration with the project engineer allowed us to find fast solutions and stay on schedule.

ECI’s experienced construction management team met client priorities by delivering the project on schedule and on budget.

The building’s contemporary architecture features stone and brick veneer, EIFS, and fiber cement siding, creating a clean and inviting exterior aesthetic. Inside, the 12-operatory facility includes a spacious reception and waiting area, administrative offices, and a sterilization suite. Warm, durable materials—vinyl plank flooring, laminated wood wall panels, stained wood wallboards, and wood accent trims—combine with decorative wall coverings and painted gypsum to create a professional and comfortable atmosphere.
